Do I Need an Energy Performance Certificate?

Yes - From December 14th 2007 on all homes.

Can I Market My Home WIthout One?

Yes, but...

providing that you can show that an EPC survey has been commissioned at the time of marketing your home and the EPC is presented on exchange of contracts, then, at least until the end of 2007, you are free to market your home.

From 1st January 2008 onwards, the EPC - should be available from the time it is first placed on the market.

I assume that are aware of the fact that  you have to have your home surveyed for an Energy Performance Certificate before you can legally market your home for sale to the public.
